( 80-9 there were in round numbers 890,000 paupers, con- sequently one-twenty-seventh part of the population. Queen Anne’s paupers cost the country about 14s. a-head yearly. The paupers in 1873 cost the country 14/.a-head. Ofcourse, you must take into account the difference in the value of money; but this has not decreased at the same ratio as the cost of maintenance has increased. One of the modes of dealing with the paupers in the time of Queen Anne was to press them into the military service. This was an improvement on the time of Queen Elizabeth, when men who could not or would not work were branded on the ear, and whipped at the cart’s tail ; or on the time of the Stuarts, when they were trans- ported to the English plantations beyond the seas. The pressgang had, however, the disadvantage of somewhat discrediting the military profession. “To a cobbler’s awl or butcher’s knife, Or porter’s knot, commend me; But from a soldier’s lazy life, Good heavens! pray defend me ;’ said some contemporary lines, yet the English soldier then received 8d. a-day, whereas the French soldier received only 3d. a-day.
